The fraud fighter. Garza transformed the IRS’ computer system, which processes 200 million tax returns annually. Under her leadership, the agency improved the efficiency of tax return processing using a new e-file system and expanded taxpayer services on IRS.gov. She strengthened IRS cybersecurity and fraud detection capabilities and was instrumental in delivering a highly successful 2016 tax-filing season with zero security-related incidents. Garza also planned and delivered one of the most successful open-enrollment seasons in the brief history of the Affordable Care Act, enabling 6.4 million Americans to sign up for coverage via the government’s online health insurance exchange.
