Telecom networker. Haines is the chief architect of the acquisition strategy and post-award model for GSA’s huge next-generation telecommunications contract, Enterprise Infrastructure Solutions. Haines sought input from industry and agencies through an innovative approach that included almost 100 one-on-one meetings with vendors and the public. As a result, almost 2,000 suggestions were incorporated into the program. His willingness to foster an open and collaborative environment resulted in EIS being hailed by industry organizations as the best managed of all GSA’s telecom acquisition initiatives to date, and they recommend it as a model for future acquisitions.
