EIS Man. Few acquisition projects have greater potential impact than Enterprise Infrastructure Solutions, the $50 billion program to replace Networx and other telecommunications contracts. Horan has served as EIS contracting officer since the project’s inception, and in 2016, he spearheaded the massively complex solicitation — a marathon evaluation process that put EIS on track for award later this year. The thousands of industry questions and tens of millions of discrete price points would overwhelm most people, but as Horan noted, it helps to have been “raised by two Marines who never accepted the concept of quitting.”
