He led the establishment of the Joint Force Headquarters-Department of Defense Information Networks with no additional funding by restructuring DISA and taking advantage of commercial solutions. Lynn is also leading DISA’s efforts to create a secure IT system for the new National Background Investigations Bureau. He has been a driving force in transforming the cybersecurity culture at DISA and across DOD.
