Lyublanovits partnered with the Office of Management and Budget and the Department of Homeland Security to gather a team of security and acquisition experts to establish a series of Special Item Numbers for Highly Adaptive Cybersecurity Services. She made possible the methodology to thoroughly evaluate vendors interested in providing those services. In a single month, her team evaluated vendors and ultimately chose 15 — a number that had doubled by the end of the year. As a result, agencies now have quicker, more reliable access to much-needed services.
