Shared services leader. While many agencies are still struggling to adopt shared services and build productive relationships with the private sector, Newman led the first major migration of a federal shared-services project to a commercial provider — IBM — under a General Services Administration schedule. He oversaw the migration from legacy systems to an automated software-as-a-service solution, and the modernized human resources system now supports hundreds of thousands of VA employees. His precedent-setting work and leadership at the VA has prompted other agencies to consult him for guidance.
