Human capital hero. Vargas' 2017 achievement was actually a two-year undertaking: to establish a unified, governmentwide human capital framework. "That's never quite been defined," he said. "Every agency does it differently, everyone has their own view." Until now. Besides the Human Capital Federal Integrated Business Framework, he also helped create an employee digital record that incorporates blockchain and public/private collaboration. His policy, technology and acquisition efforts are creating a common, modernized user experience that's spreading across government. The Unified Shared Services Management office adopted his data standardization approach to mission-support functions, and several agencies, including the Treasury Department, have adopted the human capital framework.
