Evidence-based policymaker. Evidence-based policymaking has gradually been gaining widespread acceptance, and Hart’s efforts helped the practice gain legal standing. He contributed to the report that framed the Foundations for Evidence-Based Policymaking Act, which was signed into law in early 2019. It ensures that government data is published in machine-readable format so that it is easily searchable and usable, and it directs agencies to name chief data officers to oversee such efforts. Hart was a tireless advocate for the bill’s passage within the halls of Congress and within the data community.
