Payee pal. McCollum was instrumental in developing GSA’s NewPay contract to provide software-as-a-service solutions for payroll and work schedule and leave management across federal agencies. The contract covers over 2 million employees and is the largest shared-services contract the federal government has awarded. McCollum co-led a governmentwide team that worked with a long list of stakeholders inside and outside the government to craft the solutions. As part of his comprehensive contracting approach, he also instituted innovative pre- and post-award functions, including those related to audits and risk management.
