C4 at sea. Rothenhaus has dramatically streamlined the work of connecting ships at sea to Navy networks. His efforts resulted in significant system readiness improvements, fast delivery and a cyber-hardened fleet information warfare platform. To support the Navy’s Compile to Combat in 24 Hours, he built relationships with hundreds of program offices and established commercial-based DevOps processes to accelerate the delivery of warfighter applications. He also increased the affordability of a $530 million annual investment in tactical networks by supervising a two-year, $150 million expansion and redesign of the Consolidated Afloat Networks and Enterprise Services program — on time and on budget.
