Williams, who oversees DOD’s $4.3 billion spectrum relocation program, has built partnerships across DOD and with other agencies, Congress and global allies to ensure that the nation’s spectrum resources support economic growth — think internet of things and 5G — and national security. His policy, negotiation, technical and diplomatic skills are crucial to helping DOD maximize spectrum effectiveness and efficiency.
