White House nominates top Army career civilian official to be DOD's comptroller

The White House has nominated Kathleen Miller, the administrative assistant to the Army secretary, to be the Defense Department’s deputy undersecretary of defense (comptroller).

The career government executive currently leads 600 personnel and oversees support and infrastructure functions, such as human resources, budget, publications, and records management, across the Army and its headquarters.

The White House announced Miller’s nomination on May 28.

Miller, who has been in the Army role since 2018, served several roles in the Army, including assistant deputy chief of staff of Army operations, plans and training and the principal assistant deputy chief of staff for logistics. She was also the acting deputy chief financial officer and associate chief financial officer at the IRS.

Miller's nomination comes after a near two-year vacancy for a permanent DOD chief financial officer. During the end of his term, President Donald Trump withdrew the nomination of Elaine McCusker to be DOD’s comptroller.
