September 14 FCW Report on Emergency Management/COOP

This story will examine what makes for an effective test of IT-enabled emergency management systems and procedures, including pre-test planning, conducting the test itself, and post-test analysis. The story will take special note of tests of emergency response management systems based on the National Incident Management System (NIMS) guidelines.
