January 17 Federal Workplace 2011: Performance Management

The desire to have the federal government adopt a pay for performance system was dealt another blow last year when Congress pulled the plug on the Defense Department’s National Security Personnel System. With a pay system overhaul unlikely any time soon, what other ways are there to improve worker performance while working within the current performance management structure?
