Accelerated delivery and predictable timelines are possible by improving analysis and measurement across the IT supply chain. Transparency and predictability are the byproducts of program management that embraces benchmarking against industry standards and best practice. To date, federal program management has created transparency on a limited scale. For this approach to become a norm in the marketplace a greater adoption of software analysis and measurement is required throughout the federal supply chain. Software analysis and measurement enables the alignment of goals to outcomes through a more granular measurement and reporting at the executive, management and operational levels. • Executive level alignment focuses on common goals around value and risk. Frequently, this involves sharing both risks and rewards so both the client and the provider has a vested interest. • Management level focus is directed towards a performance based measurement system such as cost, schedule, resources, quality and productivity. • Operationally measurement is needed to insure compliance with standards, best practices and overall product quality.
