Spencer has been a key driver in promoting governmentwide identity management initiatives as co-chairwoman of the CIO Council’s Identity, Credential and Access Management Subcommittee.

She also plays a crucial role in promoting interagency cooperation as leader of the Federal Public Key Infrastructure Steering Committee.

“Judy has taken a major role in making the identity service happen by taking on the tough issues of how identity services should work within a multiagency environment,” said Kshemendra Paul, federal chief architect at the Office of Management and Budget. “She was able to bring stakeholders from across the government into a true collaboration that resulted in the federal identity, credential and access management segment architecture and modernization road map. More importantly, agencies are actively working to implement the ideas against the timeline commitments.”
