Halvorsen, senior civilian at the Naval Network Warfare Command, led the Navy’s Cyber Asset Reduction and Security initiative, which identified more than 1,200 networks as vulnerable to cyberattack. The service eliminated 828 of the networks to save $20 million and significantly improve security.

Halvorsen accomplished that by earning the trust of senior commanders, enabling him to convince them of the necessary fixes while keeping operations running smoothly, said Robert Carey, the Navy Department's chief information officer.

“That’s a complicated dance,” Carey said. “It’s like tuning the engine of a Humvee while you are driving it.”
