Army major, FTC team win annual IRMCO awards

The General Services Administration and the Chief Information Officers Council last week presented the annual IRMCO award to an Army major responsible for developing a Defense Department network management system and to a team of developers who worked on a Federal Trade Commission system to help battle telemarketing fraud.

Maj. David Dodd, a manager in the Army's Office of Command, Control, Communications and Computers, won the award for his work on development of the Joint Communications Planning Management System, said Terry Weaver, GSA's IRMCO program manager. She said the system was designed to jointly manage networks across DOD.

Although GSA traditionally hands out only one IRMCO award each year, Weaver said the agency was deluged with so many deserving nominees that officials decided to hand out two awards this year: one to an individual and the other to a team of individuals.

The team award went to a group at FTC who worked on the Consumer Information System project to address telemarketing fraud. Eunice Kuykendall, the FTC program manager who led the team, accepted the award.

The awards were announced at a ceremony last week in Virginia Beach, Va. Ed DeSeve, acting deputy director of management at the Office of Management and Budget, presented the awards.
