Among the latest companies to team up to market their technology products to state and local governments are Intelisys Electronic Commerce Inc. with Information Management Specialists (Inform), and American Management Systems Inc. with govWorks.com.

The Intelisys matchup blends Inform's Advanced Government Purchasing System (AGPS), a purchasing tool for large governments, with Intelisys' World Wide Web-based software and portal-based products.

The pairing immediately enabled nine states and two counties to connect with suppliers online. Those areas include New Jersey, Illinois, Minnesota and Louisiana, as well as Los Angeles County.

AGPS emulates the classical buying process but automates it — including requests for proposals, bidder lists, order forms, terms and conditions, and reconciliation of purchases with accounts payable.

Through the partnership, state and local governments will be able to electronically search for products from multiple vendors' catalogs and then incorporate purchases into the AGPS system.

Together, AMS, a business and information consulting firm, and govWorks.com, a government portal, plan to offer state and local governments opportunities to take their services online.

Now at govWorks.com's consumer-oriented portal people can pay tickets, bills or taxes online, look for government jobs, exchange ideas with elected officials, find information, access government resources and participate in government auctions.

With the partnership, the companies' plan to blend those services with AMS' e-government solutions for finance and human resources, tax and revenue, human services, and motor vehicle and public safety.

The companies plan to initially focus on state and local governments in areas with populations greater than 100,000.

Also, Digital Commerce Corp., a developer of e-commerce solutions for the business-to-government market, announced the launch of StateGovCenter.com, an electronic marketplace designed exclusively for state and local government procurement.

The online utility is free to government users and features three functional components: purchasing contracts, requests for quotations and open-market buys.

The state of Connecticut and the Fairfax County, Va., school system have adopted StateGovCenter.com.
