The consulting firm Sapient has released a report detailing the findings of a study of government change agents, leaders who are able to effectively implement changes in government.

The white paper, "The Government's New Breed of Change Agents: Leading the War on Terror,” is based on interviews with 24 leaders in government.

The paper provides a detailed analysis of the common traits of leaders who have been able to effect change. It identifies six key management strategies:

1. Challenge the status quo.

2. Frame a clear, compelling vision.

3. Focus on outcomes.

4. Realign and lead within the bureaucracy.

5. Uncover the right talent.

6. Listen intently.
