When President Barack Obama promised a system that would give the public unprecedented access to government data and operations -- and promised to deliver it fast -- Bhagowalia stepped up to the challenge.

Working with Linda Travers at the Environmental Protection Agency -- who is also a Federal 100 award winner -- Bhagowalia got Data.gov up and running in two months on a cloud computing platform, enabling people to search, evaluate and download 47 datasets. The site, which now has more than 112,000 datasets, gets about 150,000 hits a day.

“Despite resource shortages, [Bhagowalia] leveraged volunteers across government and broke agency barriers through regular, open communications and timely training,” said Kshemendra Paul, federal chief architect.
