Will agencies become cybersecurity Luddites by necessity?

The administration's cybersecurity priorities mentions three areas -- trusted internet connections, continuous monitoring of federal information systems, and strong (stronger?) authentication -- that it plans to focus on. The steady increase of technology options brings with it a steady increase in cybersecurity needs. These needs include more and better qualified cybersecurity personnel, which this story says are in short supply. Maybe the Luddite approach illustrated in the first cartoon will become a reality out of necessity.
