Brett Scarborough

Director, Cyber Business & Strategy Development


Brett Scarborough is the Senior Business Manager of Raytheon’s Cyber Protection Solutions for Raytheon’s Intelligence, Information and Services (IIS). He is responsible for developing the long-term strategic vision for our Federal markets in cyber operations, support services, and special missions, overseeing internal investment strategies and building relationships with long-term business and technology partners. Additionally, he is the main point of contract representing Raytheon on the President’s National Security Telecommunications Advisory Committee.

IIS is a global leader in intelligence, surveillance and reconnaissance; advanced cyber solutions; weather and environmental solutions and information-based solutions for homeland security. It also provides training, logistics, engineering, product support, and operational support services and solutions for the mission support, homeland security, space, civil aviation, counter-proliferation and counter-terrorism markets.

Scarborough joined Raytheon in 2008 after a career in the United States Air Force, where he held leadership roles in a number of network warfare and cyber acquisitions, to include the Information Operations Advanced Concept Technology Demonstration and the Air Force’s Information Warfare Initiatives, both key pathfinder initiatives which established the framework for Air Force cyber operations today. He has held leadership positions overseeing the European theater’s Voice, SATCOM, and radio systems communication modernization programs. His leadership roles also include running Air Force communications for the Kuwait region and coordinating operations across three distinct installations in support of Operation Iraqi Freedom.

While on the Air Staff, he supported the Air Force’s initial conceptual, organizational and operational constructs in cyberspace, supporting the Secretary of the Air Force’s Cyber Task Force, developing the framework for baseline cyber requirements, and developing the Air Forces first dedicated cyber career force constructs for implementation.

Scarborough attended Texas A&M University, where he received a Bachelor of Science degree in computer engineering, with an emphasis on digital signal processing. He also earned a Master of Science degree in Systems Engineering from the Air Force Institute of Technology, with an emphasis on system-of-systems DoD Architecture Frameworks to support next generation, IP-enabled weapon systems design and operation.
