Rob Leahy is the acting Chief Information Officer (CIO) with the Office of Personnel Management (OPM). In this role, he serves as the senior digital and information technology advisor to the OPM Director. In coordination with OPM senior leadership, Mr. Leahy is responsible for defining and implementing a technology strategic vision that aligns with the organization’s mission, objectives, and goals. The CIO leads OPM in the adoption of modern, innovative, business and digital solutions, and is the accountable official for all information technology (IT) and information security operations across the OPM organization.
Mr. Leahy has an extensive background in both private sector as well in federal service, pertaining to information technology organization having spent nearly 26 years with the IRS. Mr. Leahy transitioned to the position of Deputy Chief Information Officer from the Internal Revenue Service (IRS) in January 2017. In his position as the Associate CIO for Strategy and Planning for the IRS, he was responsible for supporting the IRS in across various multiple information technology functions including finance, IT acquisitions, CPIC and enterprise risk management.
Mr. Leahy holds a Bachelor of Science degree from Georgetown University, and two Master’s Certificates (Project Management from George Washington University and CIO Competencies from the National Defense University). He has also completed the IRS Candidate Development Program and is a member of the Senior Executive Service (SES) in 2006.
