Carmen Krueger

Chief Operating Officer of the East Market Unit


Carmen currently serves as the Chief Operating Officer for the North America East Market Unit at SAP. Previously, she was responsible for the Cloud Innovation Partner program, working across SAP to develop the strategy and execution of go-to-market, development and field efforts to accelerate innovation and expand adoption of SAP solutions alongside public cloud providers.

In addition, Carmen has served as the General Manager of the Cloud Line of Business for SAP NS2 (SAP National Security Services). She started the Cloud Business with responsibility over cloud operations, support, delivery, go-to-market and revenue for SAP cloud solutions focused on regulatory and policy requirements for U.S. federal, DoD, state and local government, as well as Critical Infrastructure commercial companies. The SAP NS2 Cloud business included both private and government community clouds for both IaaS and SaaS products. Under her leadership, SAP NS2 achieved FedRAMP authorization for the SAP SuccessFactors HCM SaaS offering.

Carmen has also held the role of Vice President of Sales at SAP, leading the U.S. federal sales team across the federal government, aerospace, and defense markets. She began her career at SAP in 2005 as an Industry Principal developing the company’s strategic direction for the federal government sector. Carmen then moved into a direct sales role, assuming the position of Account Executive for strategic customers in aerospace and defense and state and local government.

She began her software career at Siebel Systems and worked in a variety of positions, including identifying investment targets for the company’s venture arm, sales operations for the head of global sales and also product marketing for the public sector team.

While in law school, Carmen joined the United States Navy JAG Corps. She was first assigned as Trial Counsel representing the government in court-martials and administrative proceedings. She also served as the principal legal advisor to the Navy’s Basic Training Center while managing the RTC Legal Office.

Carmen holds a J.D. from the UCLA School of Law and a B.S. in political science from Arizona State University. She is admitted to practice in the State of Arizona. She was recently honored as a FedScoop “Top Women in Technology for 2017” (
