Division Chief, Enterprise Operations Center
U.S. Department of State
Ms. C. Melonie Parker joined the Department of State (DOS) in November 1997 after serving 8 years with the Department of Air Force. Melonie has served four diverse Bureaus including Foreign Service Institute, Population, Refugees, and Migration, Western Hemisphere Affairs, and the Information Resource Management (IRM).
In 2003, after returning from an excursion assignment in Havana, Cuba, Melonie joined IRM, assigned to the Enterprise Server Operations Center (ESOC). There she served in various roles prior to achieving her current position where she now serves as the Division Chief of Operations and Maintenance. Within ESOC, she leads a diverse group of professionals who provide Enterprise Data Center support to include IT Security, Program and Project Management, and related services to DOS employees both domestically and overseas.
Melonie is a proven leader within the IT community. She continues to represent DOS in key IT activities as the frontrunner for enterprise data center projects. This included the design and build-out of the first Tier III ESOCs on the east and west coast. Most recently, she led construction efforts which paved the way for the Departments very first Modular Data Center (MDC). That venture has now developed into MDC City, with the installation of two additional MDCs. Each endeavor cultivated state-of-the-art IT services and established increased compute and environmental efficiency capabilities for DOS. The MDC footprint incorporates a containerized date center concept which allows the Department to sustain environmental efficiency differently than those lost in traditional data centers.
Under the authority of the CIO, Melonie is currently leading the Data Center Optimization Initiative (DCOI) efforts for DOS. Through her leadership, DOS has developed a comprehensive plan to address the mandated requirements of DCOI.
