Deputy Chief, Cyber Integration

Mr. Kaplan is the Deputy Chief of the Cyber Integration Division (TSX), within the NGA CIO-T Directorate. Prior he was the Chief and Deputy Chief of the Cloud Security Division (TSC). In this role he brings a breath of experience in IT, Security, Operations and Business, with the goal to use DevSecOps to innovate how NGA conducts cloud security operations.
Mr. Kaplan has worked across NGA and the IC. He spent four years at the IC Advanced Campaign Cell (ACC) working in a multi-agency, multi-INT, integrated intelligence environment as the Business Operations Manager, IT Officer, Security Officer, as well as additional NSA and security related roles. He led in a highly visible, 24/7 environment, as a Branch Chief in the NGA Operation Center (NOC) and directly supported NGA’s international partners and the National System for Geospatial-Intelligence (NSG), by establishing and being the first lead of NGA’s International Partners Operation Center (IPOC). Mr. Kaplan also served as the Business Executive for the Mission Integration Office (SM).
As an NGA civilian, Mr. Kaplan served in the NGA Certification and Accreditation Branch and as an NGA Certification Authority (CA) for the C&A process. He oversaw the certification of all NGA Enterprise, Industrial, International programs. Previously, Mr. Kaplan was a contractor for SAIC, working as the lead Certification Engineer for NGA’s Industrial and International Programs.
Mr. Kaplan spent 10 years in the US Navy and Navy Reserves in the Aviation, Security and Intelligence fields, as well as supporting combat operations on board the US Harry S. Truman in Operation Iraqi Freedom and Operation Enduring Freedom.
He is a Graduate of the Department of Defense, Executive Leadership Development Program (ELDP), has an M.S. in Systems Engineering from The George Washington University, and a B.S. in Aeronautical Science from Embry-Riddle Aeronautical University. He is DAWIA Level III certified in Information Technology.
