The Office of Identity, Credential, and Access Management (OICAM) contributes to workforce protection and mission assurance for the Department of Veterans Affairs through ensuring trust in our VA workforce – appointees, employees, contractors, and affiliates. As the previous Executive Director and now Senior Advisor to the Executive Director of OICAM, Mr. Emery has served as lead or advisor on personnel security, suitability, identity, credential, and access management, and the Department-wide processes of ensuring that people who access VA facilities and IT systems are identity-proofed, trusted, and credentialed at the appropriate level to carry out the work they are assigned. OICAM is comprised of Personnel Security & Credential Management (PSCM) Program Management Office (PMO), Access & Identity Management (AIM) PMO and the Security Investigations Center (SIC). OICAM ensures alignment, accountability, and transparency of VA’s personnel security, suitability, identity, access management, and credentialing programs providing central coordination and oversight of the VA’s security infrastructure. Additional OICAM work supports: implementation of an automated, integrated enterprise solution for on-boarding, monitoring, off-boarding VA users, central management of digital identities, credentials, and access in a manner that supports the VA's mission, while adequately protecting and supporting the integrity, confidentiality, and availability of information resources.

Prior to this position Mr. Emery served the previous 27 years in VA OI&T and VHA in IT roles ranging from operations and programming to information security. Mr. Emery is an Army Veteran and served in Operation Desert Shield/Storm.
