Director of Cyber Security
National Oceanic and Atmospheric Administration
Robert Hembrook is the Director, Cyber Security Division (CSD), Office of the Chief Information Officer (OCIO), National Oceanic and Atmospheric Administration (NOAA). In this position, he implements the full spectrum of NOAA's cybersecurity operations, as well as managing cyber risk and maintaining oversight and compliance authority for NOAA's information and information technology resources. This includes the agency's high performance computing and communications infrastructure.
Robert joined NOAA in March 2015 as the Deputy Director for Operations in CSD, where he led the NOAA Cyber Security Center in Fairmont, West Virgnia. He was awarded the prestigious Department of Commerce (DoC) Bronze Medal Award for his role on the team which developed the initial operating capability for the DoC Enterprise Security Operations Center (ESOC). The ESOC provides the DoC leadership with increased visibility of enterprise-wide cybersecurity threats, making the system an important asset for protecting the mission of the agency and all 12 of its bureaus.
He has more than 25 years of experience in cybersecurity in the military, federal government, and private sectors. He began his career with the U.S. Army as an intelligence analyst and grew into information operations, kinetic targeting, and cyber roles both on Active Duty and in the Reserve. He has built several cybersecurity organizations over the past twenty years including the US European Command’s Network Warfare Center, and the US Army 5th Signal Command’s Cyber Threat Intelligence Cell. He helped create the Cyber career field for the Army in 2014. He worked in the private sector as a geoscientist, software developer/tester, as well as a network and systems administrator.
Robert received a Bachelor of Science in Geology from Excelsior College in Albany, New York. He is currently attending the Air War College. Mr. Hembrook lives in Virginia with his wonderful and supportive girlfriend Shadi. His hobbies include travelling, antiquing, guitar making, auto racing, hunting, and competitive shooting.
