Francisco Salguero

Mr. Francisco Salguero serves as the Deputy Chief Information Officer (DCIO) for the U.S. Department of Agriculture (USDA). Mr. Salguero has over 20 years of experience in the information technology (IT) industry. Mr. Salguero started his career in the private sector within the technology and telecommunications industry, working on start-up and established organizations. He began working with state and local governments at Science Applications International Corporation (SAIC) as a senior technical project manager for law enforcements systems.

He began his federal service in 2005 at USDA Food Safety Inspection Service (FSIS) as a Project Manager in the Office of the Chief Information Officer (OCIO). Mr. Salguero also served as the Planning & Governance Branch Chief; and then as the Associate CIO Infrastructure Operation Division where he was responsible for the agency data center operations and continuity, WAN/LAN network, and infrastructure engineering, DACIO for OCIO/ International Technology Service (ITS), DACIO and Chief Information Officer (CIO) for USDA Rural Development (RD).

As the DCIO Mr. Salguero leads the operational components of OCIO that include enterprise services end user support, network and infrastructure services, and OCIO resource management. He has led key IT Modernization efforts working with the Whitehouse\GSA Centers of Excellence, USDA Mission Areas, and OCIO. Key IT Modernization effort include: Cloud Adoption & IT Infrastructure Optimization COE, Data Analytics COE, Enterprise End User Consolidation, Network Modernization, and USDA IT organizational structure.

Mr. Salguero attended the Federal Executive Institute, Harvard Kennedy School of Government, and holds a Bachelor of Science degree in Computer Information Systems from Strayer University.
