Commander Robert R. Winters
Executive Officer, Naval Supply Systems Command Business Systems Center
Cmdr. Robert R. Winters assumed duties as the Executive Officer at Naval Supply Systems Command Business Systems Center in Mechanicsburg, Pa., June 2017. He is a native of Bellevue, Neb., and graduated from the U.S. Military Academy with a Bachelor of Science degree in mechanical engineering prior to his commissioning as a Navy officer in 1993.
He earned his Master of Business Administration degree from Regis University and has completed Joint Professional Military Education Phase I from Air Command and Staff College, Air University.
Winters served as supply officer for USS La Jolla (SSN 701) and the aviation supply officer aboard USS Ronald Reagan (CVN 76).
In 1997, he deployed to the Western Pacific aboard USS La Jolla. In 2002, he guided operational contracting activities across a multi-national coalition as lead contingency contracting officer for Combined Joint Task Force, Horn of Africa, at Camp Lemonier, Djibouti.
Most recently, Winters led numerous DoD-level business analysis and information technology (IT) portfolio governance efforts while assigned as an enterprise section chief in the Requirements and Analysis Office, Development and Business Center, Defense Information Systems Agency, Fort Meade, Md.
Additional shore assignments include: assistant program manager, Naval Tactical Command Support System, PEO C4I (Program Manager, Warfare 150); joint logistics officer, United States Special Operations Command Logistics Directorate; expeditionary logistics plans and programs officer, Naval Special Warfare Command; and navy acquisition contracting officer, Naval Inventory Control Point, Mechanicsburg.
Winters is a member of the Defense Acquisition Corps and Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Program Management, Life Cycle Logistics and IT career fields, and DAWIA Level II certified in Contracting. He has earned qualifications in both Submarine Warfare and Naval Aviation Supply Corps.
He has been awarded the Defense Meritorious Service Medal (two awards), Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Joint Achievement Medal, Navy and Marine Corps Achievement Medal (three awards), and various campaign and unit awards.
