Homeland Security Information Network (HSIN)
Jim Lanoue is currently the Program Manager on the Homeland Security Information Network (HSIN) Program. He directly supports the HSIN Executive Steering Committee (ESC) on all aspects of Program Management and governance. This includes program level: Scope Management, Schedule Management, Cost Control, Quality Management, Risk Management, Communications and Outreach Management, Resource Management, Procurement Management, Stakeholder Management, and Integration. He began duties as the HSIN Deputy PM in January of 2011 and transitioned to the PM role in July of 2014.
In July of 2017 the HSIN program successfully completed migration from DHS Data Center Two to the Amazon cloud in a High-High-High environment. This effort took six months of planning and another twelve months for development, testing, migration, and final cutover. The program primarily took a lift and shift approach for expediency, but some components of the system were reconfigured for scripted deployment. During FY18 the program refined operations within the cloud and established a Continuous Integration and Continuous Delivery (CI/CD) pipeline. Work has started to support other programs migrating to the AWS GovCloud through a shared General Support System (GSS) environment
