Today, Ms. Wise-Martinez, Chief Enterprise Architect/Senior Federal EA for the Energy Information Administration is an emerging technology strategist. Expert in the governance of enterprise IT, she delivered a LEAN Enterprise Architecture and IT Governance Model for IT operations and modernization within 60 days of this appointment. She defined the EIA’s Enterprise Data Strategy, providing a comprehensive approach to deliver 6-six focus areas, addressing data standards, governance, emerging technology and innovation for EIA’s data operations and data science business needs. Defining a greenfield/brownfield modernized approach for cloud first architecture, machine learning, and big data analytics and integration platforms for statisticians, research analyst and developers.

As the Chief Cloud and Enterprise Data Architect/Senior Technical Authority at the Pension Benefit Guaranty Corporation, she defined the strategic and tactical approach for Cloud adoption. Pamela’s approach delivered actionable recommendations and comprehensive assessments for the first proof of concept on Infrastructure as a Service (IaaS) for a Pension Insurance Modeling System virtual instance. Her enterprise integrated streamline approach for business, IT and cybersecurity, defined enterprise processes for migration to cloud and managed services. She published multiple plans and whitepapers for DevOps, Applications Program Interface (API) strategy for enterprise shared services and continuous delivery and continuous integration (CD/CI) model. She led and delivered PBGC’s first platform as a service (PaaS), paving the way for Microservice’s Architecture.

As the Senior Strategic Enterprise Architect for the Office of the Director of Intelligence (ODNI), responsible for delivering the Information Sharing Environment (ISE), Interoperability Framework (I2F) and Integrated Landscape (I2FIL) for Federal domain and International Partners, as Project Interoperability on GitHub. Pamela received various awards and recognitions for contributions in Interoperability architecture and international standards semantic model for threats and risk data. As the Chief Architect at the Department of Energy, National Nuclear Security Administration (NNSA), she delivered Conceptual, and Prescriptive Architect “SmartPath”, an integrated Enterprise Architecture modernization approach via Technical, Service, Business, and Security architectures at CMMI/EAMMF Level 3, delivering Cloud Computing Strategy and SOA alignment and principals. Pamela has delivered innovative federal architecture strategies to multiple forums, and international audiences. She is contributor and author of the foreword for the Cloud Computing: Technology, Service and Architecture, by T. Erl, et al.

Ms. Wise-Martinez holds a patent for a Secure Biometric Identification Process and Financial System. She has a patent(s) pending on other business methods and apparatus for secure mobile communications for financial markets and a separate patent pending on meshed operating services.
