Edward Horton is the NOAA Senior Advisor for Construction and Contracting. He served previously as the National Oceanic and Atmospheric Administration (NOAA), Chief Administrative Officer for seven years where his portfolio included NOAA records management. In his current capacity he is leading the effort to transition the NOAA Acquisition and Grants Office paper contract files to a digital format, as well as clean up a multi-site backlog of paper files. His prior experience includes both military and civilian experience with the US Central Command, the Army Staff, and the Army’s Installation Management Command. He is a graduate of the US Military Academy, and holds Master’s degrees from the University of Montana and Troy University and is a PMI certified Project Management Professional (PMP).
