The M-19 focuses on setting specific objectives for agencies to transition to electronic records; however, the M-19 actually supports the overarching objectives of Developing Government Solutions for the 21st Century. This document calls for agencies to transition to fully electronic business processes and record keeping by taking a comprehensive end-to-end approach to records management. The M-19 supports this by merely establishing the Role of the Senior Agency Official for Records Management (SAORM) which doesn’t sufficiently explain the shift to Records and Information Management (RIM) and the subsequent reforms needed to RIM Program governance to support this expanded mission.
The guidance to establish the SAORM role and changes to RIM governance are spread across half a dozen or so governing documents from multiple agencies. This presentation consolidates that information, presents considerations for agency executives in evaluating their RIM Program governance structure, and recommends organizational reforms that will enable their RIM programs to meet the objectives of the M-19 and Developing Government Solutions for the 21st Century.
