Ellery Taylor is the Director of the Innovation Division within GSA’s Office of Information Technology Category. The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions.
Mr. Taylor joined GSA in 2013 as a Director of Strategic Services, where he planned, managed, directed, and coordinated procurement activities for the pre award and post award functions associated with GSA's Strategic Solutions contracts which are inter-and/or cross-governmental. He supports the Presidential and OMB initiatives related to the development and delivery of strategic Information Technology (IT) service solutions and the Multiple Award Schedule, Information Technology Schedule. His skills include program languages and management information technology. He has over 30 years of contracting and acquisition experience and IT skills include contracting and acquisition for emerging technologies and information systems.
Before joining GSA, Mr. Taylor was a fully warranted contracting officer in the US Department of Agriculture, the United States Air Force and the Government of the District of Columbia. He is experienced at weapons systems contracting, IT contracting, base level and contingency contracting. He is a graduate of the United States Air Force Academy, at Colorado Springs, Colorado. He also holds a Level III Federal Acquisition Certification in Contracting (FAC-C), and holds a Public Manager Certification from George Washington University.
