Cloud computing, software-defined networks and related technologies are changing how agencies deliver IT services to support their operations and mission.

In nearly every aspect of the enterprise, agencies have the ability to manage their IT infrastructure as a virtual pool of resources, making it possible to quickly deploy or reconfigure those resources to meet evolving demands. Such flexibility is vital when it comes to supporting mobility, big data and other trends that otherwise can tax the performance and manageability of the infrastructure.     Mr. David (Dave) B. Bennett is the Principal Director for Enterprise Information Services (EIS) for the Defense Information Systems Agency in addition to his role as the Chief Information Officer. He is responsible for the delivery and operation of secure world-wide enterprise information technology services enabling the efficient and effective execution of DISA’s global combat support mission.

    Mr. Bennett began his career when commissioned as an Armor Officer through the Army R.O.T.C. program at the University of Southern Mississippi in 1977. Over the course of his 30 year military career, he has commanded at all levels from platoon to brigade level. He has served as Project Manager for numerous Army and Joint Information Technology Programs.

    Mr. Bennett came to DISA in 1998 and has held several leadership positions. In January 2007, he entered the Senior Executive Service at DISA serving as the Deputy Program Executive Officer for Command and Control and in 2010, he became the Program Executive Officer for GIG Enterprise Services. In May 2012, he was selected to be the Chief Information Officer for the Agency. Leveraging the success he achieved over a 13-month period he was given the additional responsibility of converging the office of the CIO with the Enterprise Services Directorate resulting in the newly created Enterprise Information Services (EIS) Directorate. As the Principal Director of EIS/CIO, Mr. Bennett is responsible for the development and provisioning of DoD Enterprise Services, provisioning of DoD capability in core data centers, and providing IT capability to the Agency on a global basis.

    Mr. Bennett has numerous military awards, including the Defense Superior Service medal and the Legion of Merit. He received his Bachelor of Science Degree in Criminal Justice from the University of Southern Mississippi in February 1977, a Master’s of Science Degree in Computer Science from the University of Florida in 1986, and a Master’s Degree in National Resource Strategy from the Industrial College of the Armed Forces at Ft. McNair in 1998.

    Jad is a Principal Engineer at VMware, based out of the Washington, DC 'burbs (Reston, VA) and representing VMware's Public Sector Solutions Engineering and Technology (SET) team. As Principal Engineer, Jad focuses on driving the adoption of VMware's Platform, Cloud Management Solutions, and Software-Defined Datacenter (SDDC) vision while addressing the unique mission-sensitive needs and objectives of the Public Sector community. Jad has over 16 years of experience in the IT industry, including an 11-year tenure with Lockheed Martin Mission Systems and Sensors, and has spent much of the last 7 years focusing on datacenter optimization and emerging cloud technologies. Jad’s background includes expertise in datacenter and cloud architectures, systems/network engineering, and leading, defining, and executing IT transformations for US-Federal agencies. Jad also exclusively maintains a blog (VirtualJad), which highlights emerging cloud technologies and provides technical insight into VMware's portfolio as well as general industry topics.

    Robert (Rob) Owens joined the Health and Human Services (HHS) Office of Inspector General (OIG) in February 2011. Rob is an Assistant Inspector General (AIG) and the Chief Information Officer (CIO) for OIG. He supports the Information Technology (IT) needs of a national organization focused on protecting the over 300 programs at HHS. He started his career as a programmer supporting federal law enforcement customers with custom mission support applications. He has extensive experience with project and contract management, automating complex business process, and ensuring IT investments enhance mission capabilities.

    Rob brings more than 20 years of technical knowledge and management experience from his work at the Department of Justice (DOJ). His most recent position was the Acting CIO in the Office of the Federal Detention Trustee (OFDT). Prior to that, he worked in the DOJ's Criminal Division as the Assistant Director for Information Technology Management. Rob has a B.S. degree in Information Systems from the University of Maryland University College and a B.A. in Political Science from Saint Vincent College.

    Brad Rawls joined Brocade in March 2013 and is the System Engineering Manager for Civilian Agencies with the Federal organization. In this role he is responsible for leading his team of engineers in delivering networking solutions that help Civilian customers meet their missions. Ensuring customer satisfaction with Brocade is paramount for Brad and the Brocade Federal team.

    Rawls has been in the IT/networking industry for over 30 years with significant experience at both manufacturers and integrators. Prior to joining Brocade, he held System Engineering leadership positions at other companies including 15 years at Cisco. He started his career at EDS as a programmer prior to becoming an expert in network solutions.

    Rawls holds a Bachelor of Science degree in Finance from Virginia Tech.

    Dr. Michael Valivullah is a member of the Senior Executive Service (SES) in the U.S. Federal Government. He is currently serving as the Chief Technology Officer at NASS. He has also served as the Director of the Information Technology Division and the Chief Information Officer (CIO) at NASS. Dr. Valivullah has been a public servant for the past 12 years. He served as the Chief Information Officer (CIO) of the Science and Technology (S&T) Directorate at the Department of Homeland Security (DHS), Executive Director (acting) of Software Development at the Dept. of Veterans Affairs, Associate Director, Chief of Programs and Planning and Chief Enterprise Architect at the U.S. Capitol Police (US Senate).

    Before joining the federal government, he worked in the private sector at a number of companies, including EDS (HP), Lockheed Martin, FINRA (NASDAQ), U.S. Food Service, U.S. Chamber of Commerce, FreddieMac, Sabre, SES, MCI Telecom and US Airways. He also served as a staff member at Georgetown University and Virginia Tech.

    Dr. Valivullah was certified as a Project Management Professional (PMP) by the Project Management Institute (PMI) and certified by the Federal Chief Information Officer (CIO) Council as a Federal CIO. He was also certified in Enterprise Architecture, Big Data, Data Strategy, Data Quality, Data Warehousing, CRM, IT Best Practices (ITIL) and Cyber Security (CISSP).

    He has a Master’s Degree in Information Technology Systems Management from the University of Maryland, an Advanced Master’s Certification in Project Management from George Washington University and a Ph. D. in Biomedical Sciences from India. He graduated from the Senior Executive Service Candidate Development Program (SES-CDP) at the Department of Energy. He has done several senior executive leadership and technology courses at the John F. Kennedy School of Government (Harvard University), MIT, Harvard Business School and Office of Personnel Management’s (OPM) senior executive development programs. He has been recognized as a ‘FedMentor of the Year in 2013 and a ‘Cloud Innovation Hero’ in Aug. 2014.
