The DHS Procurement Innovation Lab (PIL) is an initiative aimed at providing a safe virtual space for experimenting with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices. It empowers all those involved in the procurement process— not just contracting officers—to take managed, informed risks. The White House cited the PIL’s innovative work when it announced a new initiative to accelerate the establishment of “acquisition innovation labs” in all federal agencies.

Learning Objectives:
1) Discuss actual cases in DHS where innovative source-selection techniques were used and how they benefited both industry and the government.
2) In context of FLASH IDIQs, discuss how to re-engineer streamlined fair opportunity ordering procedures to procure bite-sized agile development services.
