HHS, Office of the Assistant Secretary of Administration – BUYSMARTER Solution Architect

Principal designer of the overall BUYSMARTER solution for HHS, an entirely new way for HHS to combine its $24B in spend on services and supplies to leverage its vast buying power to drive best value and best pricing for all contracted goods and services. Responsibilities include:

  • Design the overall strategy for bringing together 28 agencies and contracting organizations to begin to operate as a unified organization in a strategic acquisition approach based upon a rigorous Category Management model
  • Design the functional operational model for how HHS will function as a government-based Group Purchasing Organization (GPO) through each phase of the procurement process
  • Design the overall technology strategy to technologically enable all parts of the acquisition process, including Artificial Intelligence, Blockchain Distributed Ledger, and Robotic Process Automation
  • Leader of various Integrated Process Teams (IPTs) that run proofs of concept that test the BUYSMARTER model against real categories such as Lab Supplies, Services, Office Supplies, Software, etc.
  • The BUYSMARTER IPTs have proven that HHS will save anywhere from 20% to 300% on every product of service purchased – conservative estimates of initial savings are $720M, with much more savings occurring when the BUYSMARTER program is fully deployed
