Earl Warrington is an entrepreneur and a leader in the business of government. He has more than 30 years of successful planning, organizing, directing, and delivering activities that balance customer expectations and experience with agile, elastic, reusable and innovative shared cloud solutions. He combines management experience with strategic, operational and technical expertise. Mr. Warrington is currently serving as the Director of Government-wide Shared Services and Solutions.
From April 2011 to August 2014, Mr. Warrington as the Assistant Deputy Associate Administrator for the Office of IT Services and Solutions was responsible for management of more than a Million web pages; 70 websites; an annual operational budget of more than $29 million per year; which was supported by a staff of 17 federal and 21 contractor employees.
From October 2009 to April 2011, Mr. Warrington as the OCSIT Chief of Staff and Director of the Office of Business Management, provided cross organizational leadership, focus and management for multiple disciplines covering Acquisition; Administration; Human Capital; Facilities; Desktop & Telecommunication; COOP & HSPD12; Financial; and Performance Management in support of the office mission.
From February 2009 to September 2009, Mr. Warrington led the GSA’s efforts “standing up” the new Recovery.gov website. Mr. Warrington’s duties included standing up the new Recovery.gov Program Management Office, and working with OMB and the newly constituted Recovery and Transparency Board.
From 2002 to 2009, Mr. Warrington was a key member of the management team for the Integrated Acquisition Environment (IAE). As the Director of the IAE Division, Mr. Warrington provided leadership analyzing the current federal business and acquisition environments and implemented new approaches to transform processes through use of the internet and shared services across all federal agencies.
Prior to 2002, Mr. Warrington served as the Acquisition Executive and eBusiness Director for GSA’s Public Building Service (PBS). During his tenure, he played a leadership role in transforming PBS’s electronic business capabilities, successfully consolidating and streamlining PBS eAcquisition operations, business processes, enterprise-wide communication, and human resources. He also served as a warranted contracting officer.
A native of the Washington, D.C. area, Mr. Warrington received his Bachelor of Arts in Economics from the University of Maryland. He earned a Master’s Certificate in Project Management from George Washington University School of Business in 2006. He is a Fellow with the American Council for Technology Industry Advisory Council (ACT/IAC), class of 2007. In 2011 he received the FAC PM-P Level 3 Certification.
