Mr. Thomas Neff assumed charter of the Project Director, Computer Hardware, Enterprise Software and Solutions (PD CHESS) July 10, 2014. Prior to this assignment, Mr. Neff was the Deputy Project Manager, General Fund Enterprise Business System (PM GFEBS), where he was instrumental in establishing contract actions for GFEBS programs and to the Enterprise Resource Planning (ERP) data center migration efforts.
Mr. Neff also served as the Project Director, Reserve Component Automation System from September 2009 to June 2012, where he was responsible for the delivery of information technology solutions that support the training, administration, and mobilization of the Army’s Reserve Component. He led a workforce exceeding 30 military and government personnel and managed annual budgets exceeding $80 million.
Mr. Neff also served as the former Deputy Product Manager, Joint-Automatic Identification Technology (PM J-AIT) from September 2005 to September 2009.
Mr. Neff’s Army career spans over 30 years, with service both in uniform and as a Civilian employee. He entered the Army in 1982 as a Private and served four years of enlisted service as a Pershing Missile Crewmember, ultimately receiving an Honorable Discharge as a Sergeant in 1986. He was commissioned as a 2nd Lieutenant in 1991, branched Field Artillery, after graduating from the U.S. Army’s Officer Candidate School. He served in a variety of artillery, training, civil affairs and system’s acquisition assignments until he retired from the U.S. Army Reserve in 2005.
Mr. Neff is a graduate of the National Defense University’s prestigious Dwight D. Eisenhower School for National Security and Resource Strategy Acquisition, and was an award recipient of Federal Computer Week’s 2008 Federal 100 Awards during his tenure with PM J-AIT. His military decorations include the Meritorious Service Medal (3rd Oak Leaf Cluster), Army Commendation Medal (1st Oak Leaf Cluster), Army Achievement Medal (9th Oak Leaf Cluster), the Parachutist Badge and the Air Assault Badge.
Mr. Neff graduated with honors from Lehigh University with a double major of International Relations and Government. He also earned a Master of Education degree from Loyola University-Chicago and a Master of Science from Syracuse University. He is a member of the Army Acquisition Corps, is Level III certified in Program Management and Information Technology, and holds the Federal CIO and CISO certificate(s) from the National Defense University.
