Lon Gowen

Chief Technologist and Special Advisor to the CIO

Dr. Gowen is the Chief Technologist and Special Advisor to the CIO at USAID. In these capacities, he supports the CIO with special studies, policies, laws, innovation, strategy, engineering, project management, and operations. Prior to joining USAID, Dr. Gowen worked as the Director of the Defense Computer Forensics Laboratory (DCFL) in Linthicum, MD. During his time there, he was also detailed as the Chief Technology Officer (CTO) for the Defense Cyber Crime Center’s (DC3’s) research, development, testing, and evaluation (RDT&E) directorate. Prior to his work at the DC3, he was the Associate Director for Innovation and CTO for NASA’s Goddard Space Flight Center (GSFC) in Greenbelt, MD.

Dr. Gowen has 35 years of experience in the information-technology (IT) field across various sectors to include DoD civil service, academia, contracting, and several private-sector organizations (e.g., Honeywell, MITRE, McDonnell Douglas, and General Motors). He completed his Ph.D. (1991) and M.S. (1989) in Computer Science, from the College of Engineering, at Arizona State University, and he completed his B.S. (1986) in Computer Science, from the College of Arts and Sciences, at the University of Nebraska.
