US Cyber Command

Dennis Bartko is the Director of U.S. Cyber Command’s Capabilities Development Group (CDG), and the Command’s Chief Information Officer (CIO). In February 2016, the CDG was instantiated by the USCYBERCOM Commander as “a distinct and core element” of the Command. Its primary role is to coordinate, integrate, and prioritize cyberspace capability development efforts to rapidly deliver joint operational products -- enabling full-spectrum cyberspace operations. The CDG has consolidated the functions and personnel of CYBERCOM’s J3 “Operations Special Projects Team,” with the J9 “Advanced Concepts and Technology” and J6 “Communications” Directorates, all closely aligned with responsibilities of the CIO and acquisition activities for the Command. Under Mr. Bartko’s leadership, the CDG is striving to focus on delivering capabilities and IT services that advance the mission while organizing and operating as a single team.

He will discuss the roles and mission of the U.S. Cyber Command, and the recent stand-up of the Capabilities Development Group. Emphasis will be placed on how his organization compares and contrasts with other CIO/J6 organizations across the Federal Government – all aligned against the Command’s Cyber Challenge for a new Era.
