Ms. Marianne Bailey is the Principal Director, Deputy Chief Information Officer for Cybersecurity, Department of Defense (DoD). In this position she is the principal director for the Department’s Chief Information Security Officer. Ms. Bailey is responsible for ensuring the department has a well-defined and well-executed cybersecurity program and for coordinating cybersecurity standards, policies and procedures with other federal agencies, coalition partners and industry.
Ms. Bailey earned a Bachelor of Science degree from the University of Maryland, College Park in Mechanical Engineering (1984) and a Master of Science
degree in Resourcing the National Strategy from the Industrial College of the Armed Forces, National Defense University (2006). She is a graduate of the Senior Leadership Development Program (2007). She was promoted into the Defense Intelligence Senior Executive Service in 2008. She received the National Intelligence Exceptional Achievement Medal and the Office of the Secretary of Defense Medal for Exceptional Civilian Service.
Ms. Bailey has 30 years of experience in Information Assurance/Cybersecurity and Information Systems Security Engineering, and has been a member of the National Security Agency (NSA) workforce since 1984. She has extensive experience throughout the DoD, Intelligence Community (IC), Federal and Civil government sectors and foreign partnerships. Prior to joining the DoD CIO organization, Ms. Bailey was the Assistant Deputy Director of Trusted Engineering Solutions at the NSA (2013-2015), Chief of NSA Information Assurance Directorate Engineering (2011-2013), Director of the Unified Cross Domain Management Office (UCDMO) (2006-2011), Defense Information Systems Agency Liaison (2003-2004) and served in various management and engineering positions across the IC. In the days after 9/11, she led an embedded NSA team at U.S. Central Command to design and operationalize the coalition mission partner network. Ms. Bailey established the UCDMO, defining the mission of this first ever DoD/IC organization as well as collaborating to acquire sufficient resource. She was a key senior member of the Under Secretary of Defense (Intelligence) Afghanistan/Pakistan (AFPAK) Information Sharing and Collaboration Task Force and worked extensively across the community to provide enterprise cross domain information sharing capabilities.
