The federal IT enterprise is changing. Under pressure to improve the agility and scalability of IT services, federal agencies are looking to take a new approach to their enterprise infrastructure. They need the ability to rapidly provision resources—compute, storage, networking, software—to meet constantly shifting workload demands driven by cloud, mobility, big data, and related solutions. The traditional approach of dedicating resources to specific applications simply cannot keep up. This event will explore the emerging shape of the federal IT enterprise—an enterprise built on software-defined solutions resting on a converged and hyperconverged infrastructure.

The change already has begun. The Government Accountability Office reports that the Department of Defense saved $260 million over a four-year span through virtualization and related efforts to streamline the IT environment. According to market research firm Deltek, DOD is looking to leverage software-defined solutions and virtualization in the Joint Information Environment, not only to save money but to improve the security of DOD systems, networks and data. Deltek analysts see a convergence of software-defined and cloud solutions as part of a larger government-wide drive to an Everything-over-IP environment that is transforming how agencies secure, manage and deliver IT services.

    Dr. Nitin Naik is an information systems leader with extensive experience in applying technology to business problems, including the last 20 years in various senior management positions in federal and private sector organizations. Presently, he serves as Technical Director for Strategic Planning and Technology Direction at the IRS. He is responsible identifying the direction from an IT architecture, systems engineering and technology deployment perspective for major programs. Dr. Naik serves as the Chief Architect for the Affordable Care Act Program. He also manages the innovation portfolio at the IRS. Prior to this position he served as the Director Enterprise Architecture responsible for leading the effort to develop, maintain, and govern the Enterprise Architecture services across the Agency including application, technical, security, and information architecture to provide a balanced focus on IRS strategic goals, business needs, and external compliance. Before joining the IRS, Dr. Naik served at NASA as Associate Chief Technology Officer and was managing a portfolio containing the Enterprise Architecture, Agency web presence, IT infrastructure strategy, and data management programs.

    Robert (Rob) Owens joined the Health and Human Services (HHS) Office of Inspector General (OIG) in February 2011 as an Assistant Inspector General (AIG) for Management and Policy and the Chief Information Officer (CIO). In February 2015 he became the Deputy Inspector General (DIG) for Management and Policy and OIG’s Chief Financial Officer (CFO). He is responsible for the administrative functions that support OIG’s national workforce such as Budget, Procurement, Facilities, Human Resources, Information Technology, and Data Analytics. The OIG’s mission is to protect the integrity of HHS programs and the health and welfare of the people they serve. The OIG vision is to drive positive change by providing independent and objective oversight of the programs and operations of HHS’ $1 trillion portfolio.

    Jean Schaffer is the Chief of the Enterprise Connectivity & Specialized IT Services group at the National Security Agency/Central Security Service (NSA/CSS). In that role she manages the global network infrastructure supporting NSA/CSS’s tactical, enterprise, business, and mission systems. She has extensive knowledge of information and security technologies and a proven record of implementing those technologies in large enterprises.

    Prior to her current assignment, Jean served as the NSA/CSS Authorizing Official, the information technology risk manager for all IT systems, where she balanced the operational and economic costs of IT protective measures against the requirements for mission accomplishment. In addition, she established the security policies, processes, and procedures for NSA’s IT certification and accreditation. She was also Director of the National Information Assurance Partnership and Common Criteria Evaluation and Validation Scheme where she led the national government effort to standardize security evaluations of IT products. She has held numerous other management and leadership roles within the NSA/CSS’s Information Assurance Directorate, Signals Intelligence Directorate, and its Research and Engineering groups.

    Jean holds a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed forces, National Defense University; a Master of Science Degree in Computer Science from the Johns Hopkins University; and a Bachelor of Science Degree from Louisiana State University.

    Mr. Tombe has more than 27 years of IT management experience in the Federal government serving in a variety of Agencies on both the West and East coast. Mr. Tombe experience includes being a practicing technology leader, evaluator, innovator and implementer with the Federal Government. He has successfully established both international and domestic credentials as a thought leader on innovation and the Government. Mr. Tombe has served as the Chief Technology Officer of US Customs and Border Protection (CBP) since 2005. Mr. Tombe is leading the formation of cross-cutting integrated technology strategies and architectures, the establishment of CBP’s Strategic Technology Direction and its associated Information Technology Transformation initiatives.

    Mr. Tombe is the recipient of numerous high profile awards and honors. Just a few of these include being named a Golden Government Award 2015, Fed 100 Executive of the year for 2013, 2014 Federal 50 Executive of year and the Federal Executive of the Year by FedScoop in 2012. Mr. Tombe is a widely recognized public speaker on topics of innovation in government, cloud adoption, open standards, agile methodologies, and strategies that reduce the cost of government.

    Jeffrey Lush is known widely as a passionate technologist with more than 30 years of IT experience (17 years in Federal government and 14 years in industry), Jeff specializes in Cloud Technologies, Electronic Health Care, Security and Data Center Transformation. Lush currently serves as the Chief Technologist for HPE Federal, after recently serving as the CTO for Dell Services Federal Goverenment. Lush's US federal experince includes serving as the Executive Chief Technology Officer for the US Department of Veterans Affairs OI&T (350,000 employees / 25 million consumers).

    Jeff is extensively knowledgeable with federal policies/practices and federal security requirements to include DIACAP, FISMA, FedRAMP, HIPAA, ICD and others. In his spare time he enjoys sharing his knowledge through social media and through his YouTube Channel (JeffreyLush) with hundreds of subscribers and over ¼ Million views.     As Brocade’s Federal Chief Solutions Architect Stephen is responsible for the personnel resources and evangelism of Brocade’s Ethernet, SDN and SAN portfolio for the Federal Government and how these products fit into current data center technology trends and directions. Stephen is also responsible for leading the Solutions Architect Team in demonstrating and designing solutions for strategic data center opportunities across Brocade’s Federal business. Stephen has more than 25 years experience in data center networks, storage systems and server technologies. Before becoming a solutions architect, he was one of Brocade’s Principle Systems Engineers working with the top federal accounts in the design and development of data center architectures for all aspects of the federal government worldwide. Prior to joining Brocade, Stephen was the Chief Architect for the U.S Navy’s Air Combat Environmental Test and Evaluation Facility (ACETEF) as well as the manager of Navair’s High Performance Computing Center - East. In both positions he was in charge of the design, integration and operations of the data center resource as they related to the center’s core mission in support the US Navy.
