Boyd led the development of the Defense Department's Techipedia, a collaborative tool that keeps DOD employees up-to-date on commercial research and emerging technology.

Boyd took Web 2.0 seriously and, at the direction of Congress, developed DOD Techipedia, a collaborative tool that uses wiki technologies.
DOD Techipedia provides a central repository for information about commercial research and emerging technology. Companies that are not traditional defense contractors can use Techipedia to let DOD employees know what kind of technology they are working on.
Boyd also leads DOD’s Enterprise Software Initiative, which manages commercial IT agreements. The program lowers costs by pooling DOD agencies’ software requirements into high-volume purchases. It has saved the department an estimated $3 billion.
Boyd’s “leadership of the DOD Enterprise Software Initiative has dramatically lowered licensing costs for the department,” said David Wennergren, deputy assistant secretary of defense for information management and technology. “Ray has been a driving force for leveraging industry expertise and best practices to support the Department of Defense’s Information Age transformation.”
