Federal 100: David L. McClure

David L. McClure
Associate Administrator
Office of Citizen Services and Innovative Technologies
General Services Administration

The work: Promoting innovative approaches to how the government buys, deploys and secures $80 billion worth of IT each year.

The impact: McClure has been a leading advocate for the Obama administration’s cloud-first policy as a way to save money and enhance efficiency.

The nuts and bolts: McClure was a key driver behind GSA’s forward-thinking infrastructure-as-a-service contract, which allows agencies to buy IT services as needed rather than purchasing and maintaining more hardware. Furthermore, he shepherded the Federal Risk and Authorization Management Program through the interagency review and approval process to establish a standardized approach to assessing and authorizing cloud products and services.

McClure is also the recipient of the 2012 Eagle Award for Government. The Eagle winners – one from government and one from industry – are selected from among the winners of the Federal 100 award, which recognizes individuals who made a significant impact on federal IT. The 2012 Eagle winners were announced at the March 28 Federal 100 Awards Gala in Washington, D.C.
