Federal 100: James Hornage

James Hornage
Director of Lab Services
PCI Strategic Management

The work: Consolidating and virtualizing development labs, and all associated systems and networks, across one of the intelligence agencies.

The impact: Hornage’s efforts, which began with one small lab before going enterprisewide, has freed 60,000 square feet of space for other uses; has reduced staffing requirements; and is helping the agency avoid $200 million in power, space and cooling costs over the next five years.

The nuts and bolts: Hornage led the charge on the initiative, from planning and process improvements to systems engineering. He also developed methodologies to ensure the necessary cooperation and collaboration across the agency, thereby minimizing the disruption to operations.
