The impact: Nabors and his team created plans to save more than $1.5 billion.

The nuts and bolts: Nabors led a team that worked pro bono to help the Army streamline operations without degrading the effectiveness of its fighting force. The team developed various strategies to modernize, consolidate or eliminate certain capabilities. He also provided analysis and recommendations to DOD on efforts to improve efficiency and effectiveness and facilitated the department’s adoption of new approaches, such as cloud computing.
