WHAT: A draft request for proposals from the U.S. Army Contracting Command in Rock Island, Ill., for commercial cloud solutions for Army enterprise applications.

WHY: The request for commercial cloud is part of a program dubbed Army Cloud Computing Enterprise Transformation (ACCENT), which will include as-a-service offerings for software, platforms and information.

The program is designed to help move designated IT applications, systems and related data to the commercial cloud. It comes in the much broader context of Army CIO Lt. Gen. Robert Ferrell's search for a long-term IT plan for the service, which he expects to release in the second quarter of this fiscal year.

The draft RFP will lead to multiple "basic ordering agreements," or terms for future contracts, which will be valid for three years via a multi-step procurement process.
